In an email to me in 2007 Jocelyn dates tke first appointment of Jabez to Vacy school as 1862. He had previously spent 14 years teaching at a church school in Maitland.The first slab and shingle school was built at Cory in 1850, and Vacy Public School was established in 1859. Greville's Post Office Directory 1872 lists a "MORCOM Josiah Teacher Vacy". Cory was Mayor of Toowoomba..

Obituary Notice in Maitland Mercury of 27 April 1878: "it is with extreme regret we have to announce the death of Mr Josiah Morcom, for many years the esteemed teacher, first of the National School of Vacy, and after the present system of education was established, he conducted[?] the same school under the Council of Education as a Public School - and must have been ........... with Vacy for upwards of twenty years. Mr Morcom had been seriously ill for some considerable time past, but only in the last day of two has his illness assumed such a nature as to leave his friends to apprehend any fatal effect{?]. On Monday, last, however, he gradually became worse, and at an early hour on Tuesday breathed his last. Mr Morcom was highly esteemed by all classes of our community, and his death will be regreeted by many>"

EFFICIENT TEACHERS.To the Editors of the Maitland Mercury.GENTLEMEN-In your issue of the 29th in-stant, you published an extract from the so-called Report of the Commission on Education,on which, through your valuable paper, I begto offer a few remarks.Some ten or twelve months since, four indi-viduals (strangers) made their appearance atthe school of which I have charge, at fifteenminutes past eleven o'clock; three of theseindividuals announced themselves as the com-missioners appointed by the Government toinspect the sohools, &o., the fourth was aMr. Holmes—duty not stated. About twentyminutes past eleven o'clock they commencedtheir so-called "examination," but which inreality was a mere farce-finished it at tenminutes before twelve, and took their depar-ture.In their report of my school they state thatthe children "read badly, spell tolerably, andwrite fairly," &o. ; that I had had charge ofthe school for "ten years," but that the state ofthe school did not show efficiency on my part.How in the name of common sense was itpossible for them to ascertain what progressthe children had made in their studies, whenthe examination lasted only some twenty-fiveor thirty minutes, I trow not. It would takemuch more tact, talent, and ability than thetrio exhibited.With respect to my efficiency or inefficiencyas a teacher, it was impossible for them to de-clare with anything approaching to "truth;"however, I leave my qualifications for those tojudge who have supported me for the lasttwelve years, and who are far better able togive an opinion on them than the " trio " fromtheir half an hour's acquaintance.But what justice could be expected whenWilkins, the avowed champion of the " Stanley,"or, as it is miscalled in this county, "nationalsystem," was the chief of the trio ; the otherswere "nonentities," beyond taking a view ofthe' schoolroom, tumbling the copy books, notinspecting them—such was the rule at myschool.On looking through the report I find veryfew of the " denominational teachers" efficient,the chief part of the national teachers com-petent, or (something rotten here) qualificationsnot stated.
