GENERAL NOTES:
The 1872 entry for James & Peter states that they were born in England, but elsewhere they are "Born Australia", However the "English" may have been an incorrect assumption based on Annie herself being entered in the hospital records as English. By 1872 she may not have been well enough to give accurate information to the Board of the Industrial School about the birth places of her children. Alternatively she may have lied. Yet another possibility is that as many of the female inmates of the Asylum were recent immigrants, Annie and her children were, therefore, assumed to have also recently arrived. There is no match for Peter or James in the UK birth registrations, or in the South Australia birth records which suggests they may be illegitimate, as is also confirmed by the Asylum records. If so Annie could have named them after herself (if her maiden name was MORCOM) or after their MORCOM father.
In 19th century South Australia there was more of a stigma attached to being poor than to being mentally unstable. Susan PIDDOCK wrote that "The destitute ....... were seen as bringing misfortune on themselves, there was not meant to be an underclass in a society developed by free settlers." This attitude was particularly harsh when many of the destitute were in that situation due to no fault of their own. They included mothers expecting illegitimate children and the terminally ill, neither of whom were accepted by hospitals. Some of them had been left stranded when their miner or other partners did not return from distant areas.Early provision had been made for the mentally handicapped or ill, the Adelaide Lunatic Asylum having been opened in 1836. The Destitute Asylum was established in 1849 to cope with the large number of destitute caused largely by an excessive number of single female immigrants who could not find employment. By 1869 numbers in the Asylum had fallen to 55 women, 119 men and 190 children, and in 1878 there were 102 women, 188 men and 155 children. The Asylum was a makeshift institution with poor premises, inadequate finance, and only able to find work for a minority of the inmates even in services within its own premises. A 1885 Royal Commission described the Asylum as "a hospital for the aged, decrepit, diseased" rather then as a workhouse such as those in Britain.
In the Destitute Asylum Registers Annie MORCOM is described as "Now living Adelaide. Age not stated. Nationality E [presumably English]. Living Adelaide. Circumstances: Mother of two illegitimate children James MORCOM no. 271 and Peter MORCOM No. 272. [Source GRG 28/5/1 271,272 Date: 29.8.1872]Bronte GOULD found the following information in the South Australia State Record Office:Register of Admissions to Industrial School, Boy's Reformatory and Girl's Reformatory School 1863-1882 (1 volume) GRG28/9 on microfilm:1872No 73 James MORCOM age 9, born E [England], C of E, admitted 29th AugustNo 74 Peter MORCOM age 6, born E, C of E, admitted 29th AugustComment: Illegitimate children of Annie MORCOM who has surrendered them to the care of the Board.
Baby farming - the practice of boarding out destitute, orphaned or neglected children for profit was common in South Australia until public outcry following several deaths led to protective legislation being passed in the 1870s. A leading reformer Catherine Helen SPENCE [1825-1910] wrote an Autobiography which has a page about the Magill Industrial School [page 71 in http://setis.library.usyd.edu.au/ozlit/pdf/p00014.pdf].The Magill School was opened in 1869 and some of the children were farmed out for profit. When, in 1872, the school was overflowing its capacity of 230 boys, Catherine SPENCE and colleagues succeeded in persuading the State authorities that they should be allowed to pay couples 5s.0d a week to look after the overflow of children. These adoptive homes were checked by lady visitors and the scheme was judged a great success in greatly improving the conditions of the children who were fortunate enough to be looked after by the Boarding Out Society rather than the Destitute Board. The home was subsidised until the boys were 13, and the supervision continued until they were 18 if they went out to service. it is not yet possible to say which regime decided the fate of James and Peter.
More information may be available as "The Indexes to the Destitute Asylum" are not just an index, they are in fact, a copy of the entry in the register. From memory they not only include the name plus date of admission and discharge (e.g. death), but also age, nationality, religion, ship and year of arrival (some times not correct), reason for admission, occupation (or former occupation), and details of any relatives in the colony. Unmarried mother's were also admitted to the Asylum (there was a lying-in ward) and these entries include the putative father.The indexes to the (Royal) Adelaide Hospital [to which ill patients were transferred], are slightly less informative,but do include ship and year of arrival."However a most helpful correspondent in Adelaide has not been able to find additional information about Annie MORCOM in the Asylum and Hospital records
The entry for John James MORCOM [04751] in the Biographical Index of South Australians 1836-85 includes the following:"m. (1/2) unknown"m. (2/2) 25,12,1863 Adelaide SA Sarah Ann nee BILNEY......" This suggests that John James could have had an earlier marriage than the one to Sarah Ann BILNEY. However, the Biographical Index is not a very reliable source as it depended on the accuracy of local contributors and no other evidence has been found for an earlier marriage in the fairly complete South Australian registrations, If John James did have an earlier unregistered liaison. a possible partner is this Annie MORCOM, and his elder son, possibly conceived before his marriage to Sarah Ann BILNEY, could have taken his name "James". If Peter was also John James's son then the liason could have continued after his marriage to Sarah. Bronte GOULD who is researching John James's family thinks it unlikely that he had a relationship with Annie MORCOM.
It has proved very difficult to identify "Anne MORCOM", If MORCOM was her maiden name then one possibility to investigate is Ann MORCOM who was recorded in the 1851 census as age 10, b. Ladock, pauper from birth. No other information has been found about Ann. Some paupers were being sent to South Australia in the 1850's and 1860s.
